Rights of the Child at the very center of its efforts, moving from failed retributive policies
to strategies that can positively transform households and blocks. As discussed in the
cases of YSVP, SCY, IPSSJ, and Enlace, promising emerging strategies include
strengthening human capital and positive social identity, reducing trauma and building
resiliency, and improving cross-organizational impact. All of these approaches have the
potential to reduce the toxic stress that now perpetuate cycles of patterns of harm and
wrongdoing in Chicago’s high-violence areas. Only by addressing these underlying
stressors can we hope to successfully protect children’s full rights to life.
